    The Bureau of Alcohol, Tobacco, Firearms and Explosives exceeded its statutory authority with a rule that classifies a bump stock as a "machinegun," SCOTUS wrote in siding with Texas gun store owner Michael Cargill. Justice Samuel Alito noted concurrently that Congress may amend the law to ban bump stocks if it chooses to.
